Pagtitiyak ng namumuno sa Senate Committee on Finance na mababantayan ng husto ang mga naturang pondo laban sa pang-aabuso at maling paggamit.
Diin niya tutukan ang paggamit ng CIFs ng Kongreso at Commission on Audit (COA) at ito ay ginagarantiyahan ng batas sa pamamagitan ng General Appropriations Act (GAA).
Paliwanag ng senador may probisyon sa GAA na nag-aatas sa mga ahensiya na may confidential o intelligence fund na regular na magsumite ng ulat sa Senado, Kamara at sa pangulo ng bansa.
“The guidelines on the allocation, use and reporting on the confidential and intelligence funds are contained in Joint Circular 2015-01 issued by COA, DBM, DILG, the GCG and DND. On top of this, the Senate, through Senate President Migz Zubiri has initiated the creation of a select oversight committee to look into the use of the funds. These are in place to ensure the proper use of these funds,” sabi ni Angara.
Dagdag pa niya na may regular na pulong ang oversight committee para busisiin kung maayos na nagagamit ang CIFs.
Nabanggit pa nito na inihain na ni Zubiri ang Senate Resolution No. 302 para sa pagbuo ng Select Oversight Commitee on Confidential and Intelligence Funds.
“Under the resolution, the oversight committee will enable the Senate to oversee the efficiency of concerned government institutions in the production of accurate and timely intelligence information to better deal with the threats to national security, including the maintenance of peace and order, thereby providing a safety environment and secure place of abode to the people,” dagdag paliwanag pa ni Angara.
Pamumunuan ni Angara ang komite at miyembro sina Majority Leader Joel Villanueva, Minority Leader Aquilino Pimentel III at Sen. Ronald dela Rosa.
Pagbabahagi pa niya, nagawa ng Senado na mailipat ang may P70 million CIFs mula sa ibat-ibang ahensiya sa bicameral conference report ng 2023 national budget.
