Iginagalang ni Procurement Service-Department of Budget Management Executive Director Dennis Santiago ang hirit ni Senador Koko Pimentel na I-abolish na ang hinahawakan tanggapan ngayon.
Ayon kay Santiago, naintindihan niya ang sentiment ni Pimentel.
” I fully respect and understand the position of our esteemed and honorable legislators,” pahayag ni Santiago.
“As the new executive director of PS-DBM, I join our legislators in their vision to improve, strengthen and streamline procurement processes and procedures in PS-DBM so we could provide quality goods at reasonable prices,” pahayag ni Santiago.
Nababalot ng kontroberisya ang PS-DBM dahil sa mga biniling laptop para sa mga guro ng Department of Education (DepEd).
“I take the call affirmatively, as I express my appreciation to our good Senators in calling us out to perform and do good work, for by doing so, we are afforded the opportunity to institute and implement necessary and impactful reforms,” pahayag ni Santiago.
Ipinangako ni Santiago na pagsusumikapan ng kanilang hanay na mabago at maisaayos ang pagbibigay serbisyo-publiko.
“Reforms in the acquisition paradigm can be achieved by embracing the following – targeted purchase of common-use supplies and equipment; price development based on realistic canvass; adoption of procurement and contracting modalities that are fit for purpose; supply chain management; implementation of electronic procurement platforms, such as, eBidding, eReverse Auction and eShopping; human resource development and capacity building; implementation of green public procurement; and supplier partnership and management to name a few.” pahayag ni Santiago.
“Maaari pong hindi maging madali sa umpisa and pagbabago, pero gagawin po namin ang tama at nararapat sa abot ng aming makakaya upang maisakatuparan ang aming layuning makapag-supply ng produktong may kalidad, tama ang presyo, at maide-deliver sa tamang panahon. Kakailanganin po namin ang tulong at kooperasyon ng mga stakeholders at ng bawat isa sa PS-DBM upang kami ay magtagumpay sa mga reporma naming ipapatupad, ” dagdag ni Santiago.
Ayon kay Santiago, ipatutupad ang pagbabago sa PS-DBM hindi para magpabida, kung hindi ang maitama ang mga pagkakamali.
“We will not institute reforms to impress. We will implement the reforms to set things right and to clean the systems and processes in the agency. We will strive to bring back to PS-DBM its old glory. We will do all we can to bring back the trust and confidence of our countrymen to PS-DBM,” pahayag ni Santiago.
