Base sa Oxford languages ang salitang ‘oaf’ ay may kahulugan na tanga o hindi kanais-nais na tao.
Nagpahayag din ng labis na pagkadismaya ang kalihim dahil tila nahihirapan ang China na maintindihan ang pahayag ni Pangulong Duterte sa United Nations kaugnay sa desisyon ng Arbitral Tribunal noong Hulyo 2016 na pumapabor sa Pilipinas ukol sa isyu ng agawan ng teritoryo.
“‘What is so hard to understand about Duterte’s UN declaration that the Arbitral Award made all maritime features Philippines; no one else’s?” tanong nito at dagdag pa niya; “The award is now part of international law, beyond compromise and beyond the reach of passing governments to dilute, diminish or abandon.”
