Ito ay para mapabilis ang operasyon ng relief, search and rescue teams, at media outlets sa mga lugar na tinamaan ng Typhoon Ulysses.
Ayon kay DILG Secretary Eduardo Año, nakatanggap sila ng mga ulat kung saan hinarang ang ilang relief at media organizations sa provincial border dahil sa ipinatutupad na strict quarantine restrictions.
“The situation in Cagayan requires unhampered disaster response and recovery operations by rescue and relief organizations,” pahayag ng kalihim.
Dahil dito, kailangan aniyang paluwagin ng lahat ng local government unit sa Cagayan at Isabela ang pagpasok sa kanilang lugar para sa disaster operations.
“Existing LGU requirements related to the management of the COVID-19 pandemic should not hamper nor delay the entry, passage, or operations of all government and private sector humanitarian assistance and response personnel,” dagdag pa nito.
Gayunman, nagbaba ng direktiba si Año sa lahat ng disaster response personnel at media workers na sundin pa rin ang minimum health standards tulad ng paggamit ng face masks at face shields.
“The mayors know best the situation in their areas, so they should use their sound discretion in lifting the restrictions but always implement the minimum health standards in the conduct of relief operations,” ani Año.
