Infrastructure at human capital development, dapat pagtuunan ng pansin ng gobyerno

Hinikayat ni House Economic Stimulus Response Package Cluster co-chairman at Albay Rep. Joey Salceda ang economic managers na mag-invest sa infrastructure at human capital development.

Ito, ayon sa economist-solon, ay upang hindi magdulot ng pangmatagalang pagkawala ang kita ang -0.16.5 percent na GDP rate.

Kailangan aniya itong gawin sa taong 2020 o sa susunod na taon kaya naman nakikipag-ugnayan na siya sa economic managers ukol dito.

Sabi ni Salceda, masamang numero ang mababang GDP pero kailangan daw na maintindihan ito sa maayos na perspective.

Paliwanag nito, kahit na bumaba pa ng hanggang 50 hanggang 70 percent ang mobility paralyzed ay kaya pa ring makabangon ng ekonomiya ng hanggang 80 percent.

Aniya, “This [16.5 percent GDP contraction in the second quarter] is a bad number, but this is best understood in perspective. Even with 50 percent to 70 percent of mobility paralyzed, the Philippine economy can still perform at about 80 percent capacity. If that is not the definition of economic resilience, I don’t know what is. We can build on these strengths. But we the economic team in Congress, and our counterparts in the Cabinet, will have to keep working hard.”

Magtatrabaho aniyang mabuti ang economic team sa Kamara katuwang ang mga economic managers ng bansa upang maging malakas ang ekonomiya.

Sa ngayon aniya ay gumagawa na siya ng panukala para sa economic reconstruction.

Hinikayat din nito ang Kongreso na kaagad ipasa ang mga economic reforms upang sa gayon ay maraming investment ang pumasok sa bansa.

“We have to pass the Corporate Recovery and Tax Incentives for Enterprises Act (CREATE), the amendments to the Foreign Investments Act, Retail Trade Liberalization Act, and Public Service Act. We have already given our versions of all of these reforms to the Senate, so we hope for their speedy approval,” ani Salceda.

Iginiit din nito na kailangang pagtuunan ng pansin ng pamahalaan ang sector ng agrikultura dahil sa kabila ng ipinapatupad na quarantine ay umangat ito.

“Agriculture is a hedge from economic crises. As food will always be an essential good, food production will always be a resilient industry. I am a principal author of the amendments to Agri-Agra, which will boost credit to the whole agricultural value chain,” saad ng kongresista.

Kailangan din aniyang palakasin ang healthcare capacity ng bansa habang inaalagaan ang mga healthcare workers upang maging confident ang mga negosyo at consumers.
