Ayon kay Executive secretary Salvador Medialdea, si Guevarra ang mangangasiwa sa pang-araw-araw na trabaho sa sangay ng ehekutibo habang wala ang pangulo.
Wala namang ibinigay na paliwanag si Medialdea kung bakit si Guevarra ang itinalagang OIC.
Karaniwan na kasing iniaatang ng pangulo ang responsibilidad bilang caretaker kay Medialdea tuwing aalis ng bansa.
Hindi kasama si Medialdea sa Kapan at nasa bansa lamang.
Pero sa pakikipag-ugnayan ng Radyo Inquirer, sinabi ni Guevarra na wala pang papel na inilalabas ang Palasyo ng Malakanyang para sa kanyang appointment bilang OIC o caretaker ng bansa.
