Ayon sa DOLE, ang pagtatatag ng TWG for K12-WIP ay salig sa Section 6 Republic Act No. 10533, o ang Enhanced Basic Education Act of 2013, at Section 11, Rule II ng Implementing Rules and Regulations nito at ugma sa Republic Act No. 9231, mas kilala bilang Special Protection of Children against Child Abuse, Exploitation and Discrimination Act.

Ang Technical Working Group for K to 12 Work Immersion Program , TWG for K12-WIP, ay pamumunuan ni Assistant Secretary Alex V. Avila ng Employment and Police Support Cluster, kasama a ang Bureau of Labor Relations (BLR), Bureau of Local Employment (BLE), Bureau of Workers with Special Concern (BWSC), Bureau of Working Conditions (BWC) at Occupational Safety and Health Center (OSHC) bilang mga miyembro.
