Dating Cong. Prospero Nograles, 25 iba pa, pinasasampahan na ng kasong graft kaugnay sa PDAF scam

Ombudsman11Ipinag-utos na ni Ombudsman Conchita Carpio Morales ang pagsasampa ng kasong graft laban kay dating Misamis Oriental 1st District Rep. Prospero Nograles dahil sa maanomalyang paggamit ng kaniyang Priority Development Assistance Fund (PDAF).

Tatlong bilang ng kasong paglabag sa section 3(e) ng Anti-Graft and Corrupt Practices Act (Republic Act No. 3019), kasong Malversation at dalawang kasong Malversation thru Falsification of Public Documents ang isasampa laban kay Nograles.

Kasama ring kakasuhan sa Sandiganbayan ang mga co-accused ni Nograles na sina Jennifer Karen Lagbas na kaniyang chief of staff; Chief Public Affairs Officer Danilo Jamito; National Agri-business Corporation (NABCOR) representatives, Allan Javellana, Encarnita Cristina Munsod, Romulo Relevo, Ma. Julie Villaralvo-Johnson, Rhodora Mendoza; National Livelihood Development Corporation (NLDC) representatives, Gondelina Amata, Evelyn Sucgang, Emmanuel Alexis Sevidal, Ofelia Ordoñez at Sofia Cruz; Technology Resource Center (TRC) representatives, Antonio Ortiz, Dennis Cunanan, Marivic Jover at Ma. Rosalinda Lacsamana; Marilou Antonio, Godofredo Roque, Maria Paz Vega, Marilou Ferrer, Rodrigo Doria, Flerida Alberto, Miraflor Villanueva, Melinda Guerrero at Carmelita Barredo.

Sa imbestigasyon ng Ombudsman, mula taong 2007 hanggang 2009, nagrelease ang Department of Budget and Management ng P47,500,000 na halaga ng PDAF ni dating Cong. Danilo Lagbas na pumanaw noong 2008.

Ilang non-government organizations ang napili na magpatupad ng Integrated Livelihood Projects sa 1st district ng MIsamis Oriental at ang NABCOR, TRC at NLDC ay pawang implementing agencies.

Ang nasabing mga proyekto na pinaglaanan ng PDAF ni Lagbas ay itinuloy ni Nograles nang mag-assume siya bilang kongresista sa lalawigan.

Pero sa ginawang verification ng Ombudsman Field Investigation Unit sa Mindanao, nadiskubreng karamihan sa livelihood project beneficiaries ay walang natanggap na livelihood technology kits/materials, grafted seedlings, hand tractors at water pumps.

Sina Lagbas at Nograles pa ang pumili ng mga NGOs para sa sinasabing proyekto at kabilang dito ang Kabuhayan at Kalusugan Alay sa Masa Foundation, Inc. (KKAMFI), Kasangga sa Magandang Bukas Foundation, Inc. (KMBFI), Gabay at Pag-asa ng Masa Foundation, Inc. (GPMFI) at ang Buhay Mo Mahal Ko Foundation, Inc. (BMMKFI).

Natuklasan din ng Commission on Audit na ang mga original receipts na ginamit ng supplier na C.C. Barredo Publishing House, ay naglalaman ng pare-parehong series numbers.
