Kongreso, inaprubahan na ang bill na magbibigay ng subpoena powers sa CIDG

congress1Inaprubahan na ng Kongreso ang panukalang magbibigay ng subpoena powers sa Philippine National Police-Criminal Investigation and Detection Group (PNP-CIDG) para mapabilis ang mga criminal investigations nito.

Ayon sa Kongreso ang House Bill 2993 na ipinanukala ni Surigao del Norte Rep. Francisco Jose Matugas III ay inaprubahan na ng House Committee on Public Order and Safety.

Sa explanatory note ng naturang bill ay sinabi ni Matugas na magbibigay ito ng kapangyarihan na makapagpatawag ng mga testigo at makakuha ng ng dokumentong may kaugnayan sa isinasagawang imbestigasyon kahalintulad ng meron ang National Bureau of Investigation.

Sinabi ni Matugas na nakakagulat na ang PNP-CIDG, ang pangunahing law enforcement agency ng bansa ay walang kakayahang mas-isyu ng subpoena na siyang importante sa kahit anumang fact finding o imbestigasyon.

Ang iba pang ahensya na may kakayang mag-isyu ng subpoena at ng subpoena duces tecum ay ang Ombudsman, Department of Justice, Philippine Drug Enforcement Agency (PDEA), National Police Commission (NAPOLCOM), Bureau of Internal Revenue (BIR) at ang Cybercrime Operation Center of the Cybercrime Investigation Coordination Center.
