Saklaw ng utos na ito ni Bello ang mga kawanihan na nasa ilalim ng kanyang tanggapan, kanilang services, attached agencies at regional offices.
Nais din ni Bello na magsumite ng action plans ang lahat ng kanilang opisina para lubos pang mapaganda ang kanilang serbisyo.
