Inatasan ni National Economic and Development Authority (NEDA) Secretary Arsenio Balisacan ang Tariff Commission na pangunahan ang pagsasagawa ng public hearings ukol sa pagrebisa sa Executive Order Number 12.
Kinakailangan din magsagawa ng konsultasyon sa stakeholders at enviromentalists na nagsusulong ng pag-amyenda sa naturang kautusan, na nagbababa sa ipinapataw na taripa sa ilang electric vehicles (EVs).
Nakasaad sa Section 1608 ng Tariff and Customs Code of the Philippines, o mas kilala bilang Flexible Clause, bago magsumite ng anumang rekomendasyon ang NEDA sa Malakanyang, ang TC ay kailangan munang magsagawa ng public hearings kung saan ang mga interesadong partido ay bibigyan ng pagkakataong madinig.
“The review shall follow the tariff modification process under Section 1608 of the Customs Modernization and Tariff Act, and shall be presented to the Committee on Tariff and Related Matters and the NEDA Board,” ani Balisacan
Ngunit nababahala ang EV industry players dahil wala pa sa kanilang nakatatanggap ng imbitasyon mula sa TC para sa isasagawang mga pagdinig.
Anila walang kasiguruhan na mapapakinggan ang kanyang hiling na maisama sa hindi pinapatawan ng taripa ang electric motorcycles para mapabilis ang pag-abot sa target na malagong “green transportation” pagsapit ng taong 2040.
“With the review on the horizon, the list of EVs with reduced rates on import duties is expected to expand and cover e-motorcycles and hybrid vehicles,” sabi ni Balisacan.
Ayon sa Statista Research Department, may 7.81 million private motorcycles at tricycles na nakarehistro sa Pilipinas hanggang noong 2022, na mayorya ng mga motorista na bumibiyahe sa mga kalsada sa bansa.
