Panay-Guimaras power transmission project napigil ng utos ng SC

Pansamantalang natigil ang Panay-Guimaras 138-kiloVolt (kV) Interconnection Project sa pagpapalabas ng Korte Suprema ng temporary restraining order (TRO).

Noong nakaraang Abril 12, nagsumite ang Iloilo Grain Complex Corp., sa Korte Suprema ng petition for certiorari at prohibition with very urgent application for temporary restraining order o writ of preliminary injunction.

Bunga ng utos ng Korte Suprema, napigilan ang National Grid Corporation of the Philippines (NGCP) na maipatupad ang writ of possession na inilabas naman ng Iloilo Regional Trial Court Branch 33 noong Disyembre 12 ng nakaraang taon.

Dalawang tower sites ang kinilalang pag-aari ng IGCC at ang mga ito ay napakahalaga dahil sa ito ay 1.7 kilometro na transmission line na magdudugtong sa Iloilo substation sa Ingore Cable Terminal Station na magsisilbing “connection point” naman ng submarine cable sa Guimaras Island.

“The Supreme Court’s decision is disheartening as it hinders us from fulfilling our commitment to the residents of the islands of Panay and Guimaras, including fast-developing Iloilo City. Nevertheless, we steadfastly maintain our dedication to enhancing power transmission within the area despite this setback,” ayon sa NGCP.

Ikinukunsidera ng NGCP ang Panay-Guimaras 138kV Interconnection bilang isa sa kanilang “priority projects” sa kadahilanan mapapagbuti nito ang power transmission sa lugar.

Matutugunan din nito ang tumataas na pangangailangan ng kuryente sa Iloilo City. bukod pa sa mas mataas na suplay patungo sa Guimaras Island, kung saan may mga ginagawang “renewable energy projects.”

Nabatid na Setyembre ng nakaraang taon nang maghain ng “expropriation case” ang NGCP para mabili ang dalawang transmission towers at ito ay pinagbigyan naman ng korte makalipas ang tatlong buwan.

Kumontra ang IGVV at nagsumite ng motion for reconsideration noong Enero na ibinasura naman ng korte kayat idinulog ang kaso sa Korte Suprema.

Pagdidiin na lamang din ng NGCP na sinunod nila ang lahat ng proseso para sa pagpapalabas ng WOP at patuloy din silang nakikipag-ugnayan sa IGCC para sa “amicable settlement.”

“We are hopeful for the urgent resolution of the issue so as not to hamper the interconnection which will improve the region’s power transmission backbone,” ayon pa sa NGCP.

Dagdag pa ng transmission company: “When we plot the route of our transmission line projects, a major consideration is the existence of structures and residents. We aim to traverse areas that will cause least destruction to property, and result in the least number of persons displaced.”

Sabay pagtitiyak naman na gagawin nila ang lahat para matuloy ang naturang kritikal na proyekto.
