Ito ay dahil sa patuloy na bakbakan sa pagitan ng puwersa ng Israel at militanteng grupo ng Hamas.
Ayon kay foreign Affairs Undersecretary Eduardo de Vega, ibig sabihin ng Alert Level 3 ay voluntary repatriation o boluntaryong pag-uwi ng mga Filipino mula sa Israel.
Nasa 70 Filipino ang nagnanais na makauwi ng Pilipinas.
