‘Unli’ legal motorcycle taxis papabor sa commuters – Philippine Competition Commission

Hindi ikinukunsidera ng Philippine Competition Commission (PCC) na magpatupad ng limitasyon sa bilang ng motorcycle taxis na bibiyahe sa bansa.

Binanggit ito ni PCC Executive Dir. Kenneth Tane sa joint hearing na isinagawa ng Senate Committee on Public Services at Committee on Local Government.

Katuwiran ni Tane kung walang “cap” o limitasyon sa bilang, makakahikayat ng ibang negosyante na pasukin ang lumalagong industriya ng motorcycle taxis sa bansa para na rin sa kapakinabangan ng mga komyuter.

Direktang tinanong ni Sen. Grace Poe, ang namumuno sa Committee on Public Services, si Tane ukol sa kanyang saloobin sa pagpasok ng Grab Phils., sa industriya at sagot ng huli; “in terms of market situation, more players would be better for consumers.”

Dagdag pa ni Tane; “If we are going to apply competition principles, no cap would be better given that would benefit the consumers.”

Sa guidelines ng Department of Transportation-backed Technical Working Group, tatlong transportation network companies lang ang pinayagang mag-operate sa ilalim ng tatlong taong pilot program – ang Angkas, na may tinatayang 50% market share; ang JoyRide at ang Move It.

Ayon kay Poe, na suportado ang legalisasyon ng motorcycles-for-hire sa pamamagitan ng isang batas, hindi dapat magtakda ng limitasyon kung papayagan ang iba pang kumpanya tulad ng ginagawa ng Grab sa Thailand at iba pang bansa para sa mas malayang kumpetisyon.

“In terms of slots, there is no cap for motorcycles in the countries we operate,” sabi ni Grab Senior Executive Vice President Lim Yew Heng, na nakabase sa Singapore.

Nag-ooperate din ang Grab ng motorcycle taxis sa Indonesia, Vietnam at Thailand.

Sa kanilang posisyon na ipinarating sa Senado, sinabi ni Lim na sinusuportahan ng Grab ang panukala na gawing legal ang motorcycle taxis.

“Passing a law that regulates motorcycle taxis stabilizes the regulatory environment, which will encourage healthy competition. The sooner this is done, the better for consumers, who under the current setup can only choose between three motorcycle taxi companies,” ayon sa Grab executive.

At sa tinatayang 2.5 milyong bagong motorsisklong nakarehistro sa Pilipinas, sinabi pa ni Lim na ang pag-legalize ng motorcycle taxis ay magbibigay ng kabuhayan para sa mga Pilipino at dagdag na kita naman para sa gobyerno.
