Sen. JV Ejercito: PPP Bill sagot sa “infra backlogs”

Nagpahayag ng kanyang suporta si Senator Joseph Victor “JV” Ejercito para sa pagsasabatas ng Public-Private Partnership (PPP) Bill.

Naniniwala ang senador na ang naturang panukala ang tugon sa “public works backlogs” at “infrastructure development.”

“Like the good Chairperson, our Senate President and Majority Leader, we also humbly submit our commitment to strengthen our national structures in order to address the backlogs, bottlenecks, and underlying issues,”  sinabi ni Ejercito sa pagdinig sa Senado sa naturang batas.

Dagdag pa niya: “We believe in the indispensable role of the public sector in realizing most of our public works agenda and support the passage of the Public-Private Partnership (PPP) Act by filing our version of the bill, Senate Bill No. 1974.”

Nakapaloob sa panukala ang pagpapalawak sa sasakupin ng PPP at makakasama na ang  joint ventures, concessions, at management contracts.

Malinaw na rin sa panukala ang protocols at “appeals mechanism” sa proseso sa pagkasa ng PPP.

Ipinagbabawal na rin ang pagpapalabas ng anumang kautusan mula sa korte, maliban sa Korte Suprema, laban sa PPP projects.

Napakahalaga, pagdidiin ni Ejercito, na maalis na ang hindi napapanahon na mga probisyon sa Build, Operate and Transfer Law.

“Ang PPP Act po at ang Infrastructure Development Master Plan po na ating isinusulong ay tulay sa pagkakaroon ng mas maayos na public infrastructures at mga kalsada; mas matatag na social infrastructures katulad ng mga ospital at paaralan; mas accessible na pampublikong transportasyon; murang mga bilihin; at mas maunlad na ekonomiya at masiglang buhay ng bawat pamilyang Pilipino,” aniya.
