Mark Villar ang Senate Bill No. 1670 at tinukoy nito ang mga maaring mapaghugutan ng kinakailangang pasimulang pondo.Tinukoy niya ang Land Bank of the Phils., Development Bank of the Phils., mula sa mga devidendo ng Bangko Sentral ng Pilipinas at iba pa.“This can be attained by enacting a law that will be a powerful tool for sustaining high-impact infrastructure projects, urban and rural development, agricultural support and other initiatives that would increase income and economic activity in the Philippines,” pagpupunto ng baguhang senador. Kabilang si Villar sa mga sumama sa biyahe ni Pangulong Marcos Jr., sa Switzerland para sa World Economic Forum (WEF).Sa WEF ibinida na ni Pangulong Marcos Jr., ang Maharlika Invetsment Fund (MIF), na aniya ay malaki ang maitutulong sa pagpapasigla ng ekonomiya ng Pilipinas.
