IRR ng RA 9999 hinihintay ni Sen. Lito Lapid sa BIR

Hiniling ni Senator Lito Lapid sa Bureau of Internal (BIR) na gawing prayoridad ang Implementing Rules and Regulations (IRR) ng RA 9999 o ang Free Legal Assistance Act of 2010.

Sumulat na si Lapid kay BIR Comm. Lilia Guillermo para sa agarang pagpapalabas ng IRR ng naturang batas na pinirmahan ni dating Pangulong Arroyo ngunit mahigit isang dekada na ngunit hindi pa rin naipapatupad.

Binibibigyan sa batas ng tax deductions ang mga abogado na magbibigay ng serbisyong legal sa mga mahihirap.

“However, 12 years since the law was signed, the law is still unimplemented, primarily because the Bureau of Internal Revenue (BIR) has yet to promulgate the necessary Implementing Rules and Regulations (IRR). The law provides the it should have been issued 90 days from the date of its effectivity,” diin ng senador.

Paliwanag niya, layon ng batas na mahikayat ang mga abogado na magbigay ng free legal services sa mga mahihirap para naman mabawasan ang trabaho ng Public Attorney’s Office (PAO).

“Layunin ng batas na ito na makapagbigay ng libreng serbisyong legal sa ating mga kababayan na lubos na nangangailangan nito. Kaya naman mahalagang maipatupad ang batas na ito sa lalong madaling panahon,” aniya.
