PNP, handa na para matiyak ang ligtas na 2022 elections
Handa na ang Philippine National Police (PNP) para masiguro ang maayos, tapat, at payapang pagdaraos ng 2022 national and local elections.
Kasunod ito ng inilabas na resolusyon ng Commission on Elections (Comelec) kung saan inatasan ang pambansang pulisya at Armed Forces of the Philippines (AFP) sa pagbabantay sa eleksyon.
“The resolution serves to formalize our participation in the upcoming elections, but the PNP has started the preparations in anticipation of the security concerns that include election-related violence, and lawlessness that may arise from the contentious political landscape,” pahayag ni PNP Chief Police General Dionardo Carlos.
January 9 nang simulan ang 150-day election period kasabay ang implementasyon ng COMELEC-PNP-AFP checkpoints at nationwide gun ban.
Ito rin ang hudyat ng pagsisismula ng strategic deployment ng mga pulis.
Narito ang itinakdang tungkulin at responsibilidad ng mga pulis at sundalo sa nalalapit na halalan:
– Tiyakin ang maayos na seguridad sa polling places, polling centers/voting centers, canvassing centers, at iba pang pasilidad para sa housing election paraphernalia, forms, at supplies
– Seguridad para sa Comelec personnel, kanilang deputies, at iba pang indibiduwal na may election-related functions
– Gawing handa ang land, air, at water assets, communication systems, at iba pang kagamitan
– Bantayan ang mga armadong grupo na maaring magkasa ng terorismo o banta sa mga botante o laban sa sinumang kandidato
– Tumulong sa Comelec sa pagpapatupad ng election laws, rules, and regulations, lalo na ang pagbabawal sa bodyguards, paggamit ng armored vehicles, at hindi awtorisadong pagdadala ng armas at iba pang mapanganib na sandata sa mga pampublikong lugar
– Magbigay ng security escorts sa mga kandidato, na awtorisado ng komisyon
– Magsagawa ng periodic assessment sa peace and order condition sa itinuturing na ‘critical areas’ at magrekomenda ng mga hakbang na maaring mapagtibay ng Comelec
– Sumunod sa mga direktiba at resolusyon ng Comelec
– Magsumite ng periodic reports ukol sa implementasyon ng deputization resolution
Pinaalalahanan ng Comelec ang AFP at PNP ukol sa pagbabawal ng pagbabago ng assignment sa kanilang hanay, maliban na lamang kung mayroong written approval mula sa komisyon
“The direction is clear so it’s a matter of proper execution now,” ani Carlos at dagdag nito, “Aside from this, the PNP will make sure that we strike a balance in keeping with our regular tour of duty so we can deliver our daily deliverables and suppress other forms of criminality.”
