Sen. Leila de Lima may agam-agam sa ipinasang SIM Card Registration Act
Nagpahayag ng kanyang pagkabahala si Senator Leila de Lima sa isang probisyon sa SIM Card Registration Act na maaring maging daan para maibahagi ang datos ng mga subscribers.
Sinabi pa nito na maari din magkaroon ng lakas-loob ang mga awtoridad na gamitin ang hawak nilang mga datos sa pang-aabuso.
Tinukoy de Lima ang Section 5 ng Senate Bill No. 2395, kung saan sinasabi na mandato ng public telecommunication entity (PTE) na ipadala sa isang centralized database ng Department of Information and Communications Technology (DICT) at National Telecommunications Commission (NTC) ang mga makukuhang impormasyon sa registration form sa pagbili ng SIM.
“The goals of the proposed measure are laudable and seemingly adaptive to the technological advancements of the new century, which is why, in principle, I have no objections to the proposed bill on SIM card registration, for as long as the intrusions on individual privacy it entails are narrowly tailored to achieve that goal,” sabi nito.
Nabanggit pa nito na maging ang mga personal na impomasyon ng mga post paid subscribers ay hindi naibabahagi basta-basta ng telcos sa dalawang nabanggit na ahensiya ng gobyerno.
““This will be enough to discourage criminal use of SIM cards if the user will not be able to hide in anonymity and instead his information can be acquired upon legitimate request from his provider, the same way post-paid subscribers are discouraged from using their phones illegally as these can be directly traced to them by the provider,” sabi pa ng namumuno sa Senate Committee on Social Justice.
