Sen. Francis Tolentino pinagbilinan ang bagong DPWH chief ukol sa ‘devolution issues’
Pinagsabihan ni Senator Francis Tolentino si bagong Department of Public Works and Highways (DPWH) acting Secretary Roger Mercado sa mga ‘butas’ ukol sa pagpapasa sa ilan nilang trabaho sa mga lokal na pamahalaan.
Ayon kay Tolentino kailangan din magtakda ang DPWH ng ‘boundary’ ukol sa pagsunod sa Mandanas Ruling ng Korte Suprema.
Kailangan aniya malinaw sa lahat kung anong mga proyekto ang maaring ipasa sa LGUs.
“The interpretation of E.O. 138 which stated that public services “with significant inter-jurisdictional externalities or benefit and cost spillovers are best assigned to higher levels of government,” definitely contradicts with the true essence of the Mandanas ruling and will only put the DPWH “in a blind spot,” ayon sa namumuno sa Senate Committee on Local Government.
May mga isyu din aniya sa pagpapatupad ng mga proyekto depende ‘class’ ng mga munisipalidad.
Ang suhestiyon ni Tolentino bumuo ang DPWH ng ‘transition committee’ para pag-aralan ang mga sinasabi niyang ‘butas’ at linawin ang ‘division of labor’ sa pagitan ng kagawaran at mga lokal na pamahalaan.
