Sa memorandum na inilabas ni House Secretary-General Mark Llandro Mendoza, sa May 17 na o sa pagbabalik ng sesyon ng mga kongresista muling ibabalik sa regular ang operasyon sa Batasang Pambansa Complex sa katuwiran na mataas na kaso ng COVID-19.
Nakasaad sa memorandum na magpapatuloy naman ang skeletal workforce o dalawa hanggang tatlong araw na pasok sa ilang mga opisina sa Kamara.
Kabilang sa mga tanggapan na ito ang Office of the Secretary General, Administrative Department, Engineering and Physical Facilities Department, Finance Department, Legislative Operations Department, Legislative Security Bureau at Information and Communications Technology Service.
Pinapayagan naman ang pagpasok ng hanggang tatlong congressional members sa opisina ng mga kongresista ngunit kailangan na magsumite muna ng mga pangalan sa Office of the Sergeant-at Arms.
Inaatasan din ang Medical at Dental Services na magsagawa ng antigen test sa mga kawani na magrereport sa trabaho habang nasa ilalim ng skeletal work period ang Mababang Kapulungan.
