CHR, mag-iimbestiga sa pagpanaw ng batang lalaki matapos habulin ng mga barangay tanod

Umapela ang Commission on Human Rights (CHR) sa mga awtoridad na gumawa ng aksyon sa pagpanaw ng isang batang lalaki habang hinahabol ng barangay tanod.

Base sa police report, nasawi ang 12-anyos na si John Dave Pepito nang mag-collapse matapos habulin ng dalawang barangay tanod sa Barangay 179, Pasay City noong April 14.

Tumakas umano si Pepito nang unang lapitan ng mga barangay tanod dahil sa reklamo ng paglalaro ng mga bata sa kalsada.

Tumakbo si Pepito at hinabol naman ng mga barangay tanod at dito na biglang bumagsak ang biktima.

Ayon kay CHR spokesperson, Atty. Jacqueline Ann de Guia, isa ang pagbibigay ng proteksyon sa mga kabataan sa mga pangunahing layunin ng quarantine guidelines.

“It is deeply concerning and devastating when the implementation of this policy results in the deprivation of the utmost right to life of a child,” pahayag nito.

Dapat aniyang ikonsidera ang kapakanan at karapatan ng mga kabataang sumuway sa quarantine guidelines.

Giit nito, “The quarantine policy is in place to protect the minors and the community, not to harm them.”

Ipinaalala ni de Guia sa mga awtoridad na ang mga menor de edad na lumabag sa quarantine rules ay kailangang ibalik sa kanilang mga magulang, guardians, o social worker upang mabigyan ng tamang patnubay.

Alinsunod aniya ito sa memorandum circular na inilabas ng Department of the Interior and Local Government at Council on the Welfare of Children na “Reiteration of Protocols on Reaching out to Children, including those in Street Situations, in need of Special Protection, Children at Risk, and Children in Conflict with the Law During the Enhanced Community Quarantine.”

Sa ngayon, sinimulan na ng CHR Investigation Office ang hiwalay na imbestigasyon sa insidente.

“Amid the compounding difficulties that impact many vulnerable sectors, CHR reiterates the need for prudence and compassion in enforcing quarantine guidelines,” ani de Guia at dagdag pa nito, “The ultimate goal is to save more lives, not put human rights, including the right to life, in peril.”
