Pagsasabatas ng R.A. 11517, makatutulong para masugpo ang korapsyon – Go
“Welcome development” para kay Senator Christopher “Bong” Go ang pagsasabatas ng Republic Act 11517, na nagbibigay kapangyarihan sa pangulo ng bansa na pabilisin ang proseso ng permits, licenses, clearances, authorizations at certifications kapag mayroong national emergency.
Ayon kay Go, makatutulong ito sa layunin ng pamahalaan na maiwasan ang red tape at korapsyon.
Si Go ay co-author at co-sponsor ng nasabing batas.
“In line with our goal to cut red tape, curb corruption, and streamline government processes, especially in times of national emergencies, I laud the signing of this law,” ayon sa senador.
Sinabi ni Go na tiyak na mas bibilis na ang proseso at mas mapapabuti ang serbisyo ng gobyerno lalo na kapag panahon ng kalamidad at ngayong mayroong pandemya.
“This will definitely hasten the process and efficiently amplify government services even in times of crisis and national emergencies, such as calamities and unforeseen incidents, including this coronavirus disease pandemic,” dagdag pa ni Go.
Ang naturang batas ay ang pinagsamang Senate Bill No. 1844 na ini-sponsor ni Majority Leader Juan Miguel Zubiri at principal authors sina Senate President Vicente Sotto III, Senators Ralph Recto, Zubiri, Franklin Drilon at Panfilo Lacson, at ang House Bill No. 7884 na ini-sponsor ni Representatives Tyrone Agabas at iniakda ng ilang mga mambabatas sa pangunguna nina Speaker Lord Allan Velasco at House Majority Leader Martin Romualdez.
Maliban kay Go, co-author din ng Senate version sina Senators Ramon Bong Revilla Jr., Emmanuel “Manny” Pacquiao, Joel Villanueva, Manuel “Lito” Lapid, Ronald “Bato” dela Rosa, Richard Gordon, Sonny Angara, Sherwin Gatchalian, Nancy Binay at Grace Poe.
Sa ilalim ng R.A. 11517, mabibigyang kapangyarihan ang pangulo ng bansa na pabilisin ang regulatory processes and procedures para sa mga bagong aplikasyon, renewals ng permits, licenses, clearances at certifications o authorizations.
Maaari ring suspindihin o i-waive na ang requirements sa pagkuha ng nasabing mga dokumento.
“Hindi dapat pahirapan ang mga Pilipino na kumuha ng serbisyo mula sa gobyerno. Lalo na sa panahon ng krisis, dapat sikapin nating pabilisin at mas madali ang mga transaksyon sa gobyerno,” ani Go.
Kasabay nito, tiniyak ni Go na magpapatuloy ang pamahalaan sa pagsugpo sa korapsyon sa gobyerno, kasama na ang patuloy na pagsuspinde at pagtanggal sa mga korap na opisyal at empleyado.
“Hindi kami titigil ni Pangulong Duterte na labanan ang korapsyon sa gobyerno at gawing mas maayos ang serbisyong dapat makuha ng taumbayan. Patuloy rin ang pagsuspinde at pagtanggal ng mga korap at mga hindi ginagampanan ang kanilang tungkulin, lalo na sa panahon ng krisis,” ayon pa sa senador.
Makatutulong din, ayon kay Go, kung magiging digital na ang lahat ng sistema sa public service delivery para maiwasan na ang korapsyon sa mga opisina.
Noong July 2020, inihain ni Go ang SB 1738 o ang E-Governance Act of 2020 na layong gawing integrated, interconnected, inter-operable information and resource-sharing and communications network ang gobyerno.
Kasama ito sa priority measures ng Duterte Administration na inilahad ng pangulo sa kaniyang State of the Nation Address.
“As we transition to the new normal, the transition to e-governance becomes crucial, particularly the digitalizing of government processes. We should adopt more efficient, responsive and modern ways of transacting with our citizens. This will effectively make the government more in tune with the changing times,” ayon pa kay Go.
