Pagbuo ng Department of Disaster Resilience, pasado na sa ikalawang pagbasa ng Kamara

Lusot na sa ikalawang pagbasa ng Kamara ang panukala para sa pagtatatag ng Department of Disaster Resilience (DDR).

Sa viva voce voting ay pinagtibay ang House Bill 5989 o ang Disaster Resilience Act.

Sa ilalim ng panukala, ang DDR ang siyang pangunahing ahensya na mangunguna sa disaster preparedness, prevention, mitigation, response, recovery, and rehabilitation matapos ang kalamidad.

Kapag naging ganap na batas, ang Office of Civil Defense (OCD) bilang pangunahing organisasyon gayundin ang Climate Change Commission Office, Health Emergency Management Bureau ng Department of Health (DOH), at Disaster Response Assistance and the Disaster Response Management Bureau ng Department of Social Welfare and Development (DSWD) ay mapapasailalim na sa DDR.

Ayon kay Albay Rep. Joey Salceda, pangunahing may-akda ng panukala, makakatulong sa bansa ang DDR para harapin ang mga kalamidad at emergencies hindi bilang ‘unfortunate incident’ kundi peligro na maaaring pahupain o bawasan ang matinding epekto sa bansa.

Ang paglikha ng DDR ay isa sa priority measures ni Pangulong Rodrigo Duterte na binanggit sa kanyang ika-apat na SONA.
