Pagkuha ng legislative franchise ng broadcast companies ipinalilinaw sa Kamara

Pina-aamyendahan ni Deputy Speaker Prospero Pichay ang mga probisyon ng RA 7925 o ng Public Telecommunications Policy Act.

Inihain ni Pichay ang House Bill 6680 para linawin na kailangang kumuha ng legislative franchise ng broadcast companies para makapag-operate.

Ang nakasaad lang daw kasi sa batas ay ang pag-obliga sa public telecommunications entities, at hindi sa broadcast companies, na mag-apply ng congressional franchise.

Sabi ng kongresista, hindi malinaw na nabigyan ng depinisyon sa ilalim ng RA 7925, ang mga terminong ‘telecommunications’, ‘broadcasting’, ‘public telecommunications entity’ at ‘franchise’.

Hindi anya kasama sa depinisyon ng public telecommunications entity ang broadcasting, at maging sa depinisyon ng prangkisa.

Kaya naman para maitama ito, ipinanukala ni Pichay na baguhin ang Sections 1, 2, 3, at 16 of RA 7925 kasama na ang pagpapalit ng title nito na gagawing “Public Telecommunications [Policy] and BROADCASTING ACT of the Philippines.”
