CHR, nagsasagawa na ng imbestigasyon sa pulis na nakapatay ng sundalo sa QC

Nagsasagawa na ang Commission on Human Rights (CHR) ng hiwalay na imbestigasyon sa insidente ng pamamaril sa Quezon City.

Nabaril ni Police Master Sergeant Daniel Florendo Jr. ang retiradong sundalo na si Winston Ragos malapit sa checkpoint sa Barangay Pasong Putik.

Ayon kay Atty. Jacqueline Ann de Guia, simula pa lamang nang ipatupad ang enhanced community quarantine, idiin nila na dapat manatili ang respeto sa karapatang pantao.

“We stress since the start of the implementation of quarantines and lockdowns that law enforces must always remain respectful of human rights, even in the face of a nationall health emergency,” pahayag ni de Guia.

Aniya, nauunawaan na importante ang mga law enforcement official para protektahan ang bawat mamamayan.

Ngunit, mayroon aniyang itinakdang panuntunan sa pagpapairal ng batas na dapat sundin ng mga otoridad.

Umaasa naman ang CHR na magiging patas ang ginagawang imbestigasyon ng Quezon City Police District sa insidente.

“And similar to cases of alleged ‘self-defense’ when confronted with imminent danger, we also reiterate our call to allow the rule of law to prevail and let the scrutiny of the proper courts weigh in on the question if the circumstances are justifiable to warrant the shooting, which eventually resulted to a death,” dagdag pa ni de Guia.
