Pangulong Duterte, hinikayat na magpataw ng 20-percent mandatory savings

Hinikayat ni House Committee on Public Accounts Chairman Mike Defensor si Pangulong Rodrigo Duterte na magpataw ng 20-percent mandatory savings.

Ayon kay Defensor, sa ilalim nito babawasan ang mga biyahe, seminar at ibang hindi importanteng gastos.

Magagamit anya ito na paglaban sa coronavirus disease o COVID-19 ang bilyones na matitipid ng gobyerno sa pagbabawas ng unnecessary expenses.

Sabi ni Defensor, pwede itong gawin ni Pangulong Duterte sa ilalim ng Bayanihan to Heal As One Act na nagbibigay ng kapangyarihan sa Presidente na mag-reallocate at reprogram” ng pondo sa 2020 national budget.

Ayon sa kongresista, pwede nang bitiwan muna sa ngayon ang unnecessary spending na parte ng P1.6-trillion appropriation para sa maintenance and other operating expenses (MOOE) sa budget.

Tinukoy nito ang non-essential MOOE items kabilang ang travel, P19.4 billion; training and scholarship, P32.9 billion; supplies and materials, P108.3 billion; at representation, o dining out and entertainment ng mga opisyal at kanilang bisita, P5.2 billion.

Pwede rin anyang bawasan ang alokasyon para sa komunikasyon, P10.7 billion; pagkuha ng consultants, P29 billion; advertising, P3 billion; subscription, P4.1 billion; donations, P41.8 billion; printing and publication, P1.9 billion; at membership dues and contributions sa mga organisasyon, P2.4 billion.
