Panukala para payagan ang 100% foreign ownership sa transportation at telecommunication pasado na sa Kamara

Pasado na sa ikatlo at huling pagbasa ng Kamara ang panukala upang payagan ang 100-percent ownership ng mga public services tulad ng dayuhan sa transporatation at telecommunication.

Sa botong 136 na YES, 43 na NO at 1 ABSTAIN lumusot ang House Bill 78 na nag-aamyenda sa 84-year old Public Service Act.

Kapag naging batas, maari lamang mag may-ari ang dayuhan kapag hindi ito kaya ng Filipino o kaya naman ay mayroong nilikhang batas para dito o mayroong inaprubahang international agreement.

Itinatadhana rin ng panukala na hindi maaaring magkaroon ng capital stock sa anumang public service sa ilalim ng klasipikasyon ng public utility ang isang foreign nation bago maisabatas ang batas o kaya naman ay walang kaparehong karapatan ang bansa ng nasabing dayuhan para sa mga Filipino national.

Binigyan ng panukala ng depinisyon ang public utility.

Nakasaad dito na magiging limitado ang depinisyon ng public utility sa electricity distribution, electricity transmission at water pipeline distribution o sewerage pipeline system.

Sa ilalim ng Article XXII, Section 11 ng 1987 Constitution, ang operasyon ng public utility ay dapat na 60 porsyentong pag-aari ng mga Filipino.
