“In this light, we thank the Civil Service Commission for clarifying through Memorandum Circular No. 5 series of 2020
issued last February 20, that the absence of public sector officials and employees during the 14 calendar days
prescribed for self-quarantine, including those who were diagnosed with COVID-19 during the said period shall not be
deducted from earned leave credits. We appeal to the private sector to consider extending the same benefit to their
employees,” ani Nograles.
