100 percent ownership ng mga dayuhan para sa kuryente, transportasyon at komunikasyon lilikha ng maraming trabaho

Lilikha ng maraming trabaho sa bansa ang ginagawang pag amyenda sa 84-year old na Public Service Act.

Ayon kay House Ways and Means Committee Chairman Joey Salceda, maraming trabaho ang malilikha kapag naging batas ang panukala sa sektor ng trasportasyon, kuryente at komunikasyon.

Sabi ng mambabatas, kapag naisabatas na ang kanyang panukala na House Bill 78 o ang amyenda sa Public Service Act magiging katapusan ito ng unfair protection sa lahat ng sektor.

Layunin anya ng panukala na magkaroon ng malinaw na depinisyon ang public utility dahil sa ngayon ay kasama sa foreign equity restrictions ang electricity distribution, electricity transmission at water pipeline distribution o sewerage pipeline system.

Dagdag nito, “Just to point out how absurd keeping the PSA is, pati ice plant, kasama sa foreign ownership restrictions. Our definition of what a public utility is goes back to the Commonwealth Act No. 146, which was passed in 1936. Hindi pa nga tayo independent noon. And we are currently letting govern how we should compete in the current economy”.

Paliwanag pa ng economist solon, dapat ay matagal nang inamyendahan ang batas para matapos na ang di patas na proteksyon at lalo pang sumigla ang ekonomiya ng bansa.

Giiit nito, “In fact, many of our protectionist policies are so irrational that among some 80 countries surveyed by the OECD, we were found to be the most restrictive economy in 2018. Paano ka hahakot ng investment at gagawa ng trabaho niyan, eh sabi ng batas mo, ayaw mo naman ng investment?”

Nauna rito, inaprubahan ng Kamara sa ikalawang pagbasa ng panukalang amyenda sa PSA kung saan papayagan na magkaroong ng 100% ownership ang mga dayuhan sa kuryente, transportasyon at komunikasyon.

Sa ilalim ng kasalukuyang batas pinapayagan lamang ang mga banyaga na mag may-ari ng mga kumpanya sa nasabing sektor ng hindi hihigit sa 40 porsyento.
