Pagpapalawig sa bisa ng 2019 budget lusot na sa ikalawang pagbasa ng Kamara

Inaprubahan na ng Kamara ang panukalang nagpapalawig sa bisa ng 2019 national budget ng hanggang Disyembre 2020.

Inaprubahan ng mga ito ang House Joint Resolutions at isa pang unnumbered bill na nagpapalawig ng validity ng pondo para sa Maintenance and Other Operating Expenses (MOOE) at capital outlays sa ilalim ng 2019 national budget.

Nakasaad sa House Joint Resolution na ang delay sa approval ng budget at ang election ban ang sanhi ng delays sa implementation ng mga infrastructure projects at iba pang basic social services.

Bukod dito, sinabi ni Appropriations Committee Vice Chairman Joey Salceda na epekto rin ito ng restrictions na hatid ng cash-based budgeting system.

Iginiit ng kongresista na mahalaga ang 1-year extension upang sa gayon ay hindi mauwi sa aniya’y “costly cash program” para lamang makahabol sa December 2019 deadline sa implementasyon ng mga nakalinyang proyekto at programa.

Sinabi naman ng Department of Budget and Management sa pagdinig ng House Appropriation Committee na nasa P1.161-trillion ang unobligated funds sa ilalim ng 2019 budget, kung saan P324.758 billion dito ay para sa MOOE at P339.53 billion naman ang para sa capital outlays.
