Aamyendahan ng House Bill 2087 ang Republic Act No. 7077 o ang Citizen Armed Forces of the Philippines Reservist Act.

Ang Department of National Defense (DND), Department of Education (DepEd) at Technical Education and Skills Development Authority (TESDA) ang bubuo ng ROTC program.
