Ayon kay Senator Francis Tolentino, iba ang interpretasyon ni Supreme Court Justice Antonio Carpio sa verbal agreement sa West Philipines Sea.

Ani Tolentino, mayroong Enhanced Defense Cooperation Agreement sa pagitan ng Pilipinas at Amerika na pinirmahan noong 2014 para palakasin pa ang alyansa ng dalawang bansa.
