DILG: Mga nanalong kandidato hindi makakaupo sa pwesto kung walang SOCE

Nagbabala ang Department of the Interior and Local Government (DILG) na hindi papaupuin sa pwesto ang mga nagwaging kandidato sa May 13 elections na mabibigong makapaghain ng kanilang Statements of Contributions and Expenses (SOCEs).

Ibinabala ito ng kagawaran araw ng Lunes dahil papalapit na ang deadline sa paghahain ng SOCE na hanggang sa Huwebes, June 13 lamang.

Ayon sa Section 14 ng Republic Act No. 7166 o Synchronized National and Local Elections and Electoral Reforms Act, kailangan ang paghahain ng SOCE bago maupo sa pwesto ang isang personalidad.

Maging ang hindi elected officials at mga nagbawi sa kanilang kandidatura sa loob ng campaign period ay kailangang maghain ng naturang dokumento.

Babala ni DILG undersecretary at spokesperson Jonathan Malaya, mahaharap sa parusang administratibo ang mga hindi makakapaghain ng SOCE.

“This is a responsibility that all candidates, whether or not they were elected, must fulfill. As what we have repeatedly pointed out even in the past polls, those who fail to file may face administrative sanctions,” ani Malaya.

Sa ilalim naman ng Memorandum Circular (MC) No. 2019-85, kailangan maipresenta ng winning candidate sa DILG ang kanyang certification mula sa Commission on Elections (Comelec) na siya ay nakapaghain ng SOCE bago ito payagang makaupo sa pwesto.

Iginiit ni Malaya na transparency at accountability ang layon ng SOCE dahil bilang mga public servants, dapat maging halimbawa ang mga pulitiko sa kanilang pinagsisilbihan.

“Transparency and accountability is the name of the game here. As public servants, we must set ourselves as a primary example to the people we serve, therefore it is very important to bare information such as these,” ani Malaya.
