NYC inutusan ng COA na ibalik sa gobyerno ang halos ay P1-M pondo

Inutusan ng Commission ng audit ang mga opisyal ng National Youth Commission na i-refund ang monetized leave credits na nagkakahalaga ng P680,675.91 at travel expenses na umaabot sa P129,718.66.

Sa 2018 annual audit report, sinabi ng COA na kanilang inaatasan si dating NYC Chairman Ronald Cardema na ibalik ang nasabing halaga sa national treasury.

Magugunitang kamakailan ay nagbitiw sa kanyang pwesto ang nasabing opisyal makaraan siyang maging substitute nominee ng Duterte Partylist Group.

Ang pagiging nominado ni Cardema sa nasabing partylist group ay kinuwestyon ng ilang mga grupo dahil overage na ang nasabing dating pinuno ng NYC.

Sinabi ng COA na ang isinumiteng leave credit balances ng 67 employees ay mali at hindi tugma sa record mismo ng NYC.

“We recommended and management agreed to deduct from their accumulated leave credits the availed CTOs, if available, or salary deduction, if applicable,” ayon sa ulat ng COA.

Sinabi rin ng COA na may nakita silang 28.97% sa kabuuang travel expenses o katumbas ng P37,581.84 ay inilaan para bilang meal allowance ng isang tao.

Batay sa patakaran ng pamahalaan, nasa P794 hanggang P1,500 lamang ang nakalaang meal allowance sa bawat biyahe ng mga opisyal ng NYC.

“We recommended and management agreed to require concerned officers and employees to refund the excess claims based on the Notice of Disallowance dated February 20, 2019,” ayon pa sa COA report.
