Pahayag ni dating Chief Justice Puno na “misplaced” ang draft cha-cha, kinontra ng Kamara
Praktikal at hindi magastos ang inaprubahang bersyon ng Charter Change o Chacha.
Ito ang sinabi ni house committee on constitutional amendments chairman at Leyte Rep. Vicente Veloso na taliwas sa obserbasyon ni dating Chief Justice Reynato Puno.
Ayon kasi kay Puno na siya ring pinuno ng Consultative Committee (Con-Com) ni Pangulong Duterte, ang Resolution of Both Houses (RBH) no. 15 o ang draft Federal Charter ay “misplaced”.
Paliwanag ni Veloso, bagamat inirerespeto niya ang obserbasyon ni Puno ay mas praktikal aniya at hindi magastos ang house version ni Speaker Gloria Arroyo para isulong ang Constituent Assembly (Con-Ass) kaysa sa Constitutional Convention o Con-Con.
Sinabi Veloso, na ang kanilang proposal ay “compromise solution” dahil nag-aalok ito ng gradual at progressive system para gawing federal ang mga rehiyon habang ang panukala ng ConCom ni Puno ay 18 estado at maituturing na mas mahal.
Maliband dito, ang bersyon ng Kamara na nag-aalis sa term limits ng mga mambabatas at local officials ay magandang ideya para sa interest ng publiko.
