P14.8M na ibinigay ng MTRCB sa board members at staff nito, kinuwestyon ng COA

Kinuwestyon ng Commission on Audit (COA) ang P14.8 million na inilabas ng Movie and Television Review and Classification Board (MTRCB) na umanoy walang reimbursement.

Sa 2017 COA report, napuna kung bakit binigyan ng allowance ng MTRCB ang kanilang board members ng wala umanong authority mula sa Office of the President o Department of Budget and Management.

Ayon sa COA, bahagi ng halaga ang P5.2 million na representation at travel expenses ng board members kung saan bawat isa ay nakatanggap ng P41,500 kahit walanng probisyon sa ilalim ng Section 2 ng Presidential Decree No. 1986 na nagsasabing hindi dapat lumampas sa P5,000 kada buwan ang allowance ng board member.

Inirekomenda ng COA na magsumite ang MTRCB ng lahat ng supporting documents ng mga allowance na natanggap ng board members alinsunod sa Section 35, Boom VI ng Administrative Code of 1987.

Samantala, pinansin din ng ahensya ang pag-kategorya ng MTRCB bilang travel expenses ang monitoring allowance at rice subsidy ng ilang opisyal at empleyado nito.

Ayon sa COA, tumanggap ang mga opisyal at empleyado na hindi kabilang sa Monitoring and Inspection Unit ng monitoring allowance na P6,500 at rice subsidy na P3,000.

Sa kanilang rekomendasyon, mahigpit na ipinagbawal ng COA ang pamimigay ng MTRCB ng rice subsidy ng walang legal na basehan.
