Irerekomenda ni Department of Labor and Employment (DOLE) Secretary Silvestre Bello III kay Pangulong Rodrigo Duterte na magpatupad na ng partial lifting ng deployment ban para sa mga overseas Filipino workers (OFWs) sa Kuwait.
Ayon kay Bello, ito ay para makapag-deploy na ang Pilipinas ng mga skilled workers sa Kuwait.
Iginiit ni Bello na sa mga domestic workers na muna ipatupad ang deployment ban dahil na rin sa mga reklamo ng pang-aabuso.
Buwan ng Pebrero nang magpatupad si Pangulong Duterte ng total deployment ban para sa mga OFW sa Kuwait matapos matagpuan ang bangkay ng OFW na si Joana Demafelis na nakalagay sa freezer.
