Dating Cong. Asistio, dating DSWD Sec. Cabral, nahaharap sa patung-patong na kaso kaugnay sa pork barrel scam

Nakitaan ng Office of the Ombudsman ng probable cause upang sampahan ng kaso si dating Caloocan City Rep. Luis Asistio, dahil sa pagkakasangkot nito sa pork barrel scam.

Si Asistio, na nagsilbing congressman ng 2nd district ng Caloocan mula 2004 hanggang 2010, ay nahaharap sa 4-counts ng paglabag sa Anti-Graft and Corrupt Practices Act, 2-counts ng malversation at 2-counts ng malversation thru falsification of public documents.

Kabilang pa sa mga nahaharap sa mga kaso ay sina dating Department of Social Welfare and Development (DSWD) Esperanza Cabral, Mateo Montaño, Leonila Hayahay; at Cenon Mayor of the Kaloocan Assistance Council, Inc. (KACI).

Sa imbestigasyon ng Ombudsman, may inaprubahang disbursement vouchers si Asistio para sa inexistent o mga hindi tunay na proyekto.

Patuloy ding inendorso ni Asistio ang implementasyon ng kanyang PDAF-funded Comprehensive Integrated Delivery of Social Services (CIDSS) programs sa KACI.

Mula 2006 to 2007, kabuuang P15 million na sakop ng dalawang Special Allotment Release Orders o SARO ang hinugot sa kanyang PDAF at inilaan sa DSWD bilang implementing agency.

Nagkasundo rin daw sina Asistio, Cabral at Mayor na ilipat ang P8 million sa KACI para sa implementasyon ng CIDSS program, para ipambili umano ng medical supplies at soldering parts, meals, chemicals for fumigation, diesel, baby oil, alcohol bottles, tarpaulins, t-shirts at kit bags.

Ngunit nabuko ng Ombudsman na ang incorporators at officers ng KACI ay dating political coordinators, volunteers at supporters ni Asistio, at nag-opisina pa sa property kung saan matatagpuan ang opisina ni Asistio.

Batay sa Commission on Audit o COA, ang pagpili sa NGO ay hindi compliant sa COA Circular No. 2007-001 at Government Procurement Policy Board Resolution No. 12-2007; maliban pa sa bogus ang suppliers at benepisyaryo.

Walang isinumiteng counter-affidavit so Asistio noong preliminary investigation.
