Opisyal nang ipinag-utos ni Pangulong Rodrigo Duterte na mapabilang sa National Disaster Risk Reduction and Management Council (NDRRMC) ang Department of Transportation (DOTr) at Department of Information ang Communications Technology (DICT).
Sa ilalim ng executive order no. 32 na nilagdaan ng pangulo, naniniwala siya na mahalaga ang gagampanang tungkulin ng dalawang kagawaran sa pagligtas ng buhay sa panahon ng sakuna.
Base sa mandato, ang DOTr ang mangangalaga sa mga transportation systems sa kasagsagan ng rescue at relief operations, habang ang DICT naman ang bahala sa pagpapakalat ng mga mahahalagang impormasyon tuwing may disaster.
Kasama sa mga dati nang bahagi ng NDRRMC ay ang hilippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa), Philippine Institute of Volcanology and Seismology (Phivolcs), at ang Department of National Defense (DND).
