Gloria Macapagal-Arroyo at dalawang iba pa.

Sila ay sasampahan rin ng 97 counts of violation of Section 3(e) of the Anti-Graft and Corrupt Practices Act at 97 counts of malversation through falsification of public documents dahil sa mga pekeng NGO ni Napoles.

Kabilang sa mga kinasuhan ay sina dating Budget Undersecretary Mario Relampagos, dating Department of Agrarian Reform former Secretary Nasser Pangandaman, Undersecretary Narciso Nieto at Director Teresita Panlilio, dating Candaba Mayor Rene Maglanque, Ruby Tuason, Jo Christine Napoles at James Christopher Napoles.

Kinasuhan rin sina Reynald Lim, Evelyn De Leon, Ronald Francisco Lim, Ronald John Lim, Eulogio Rodriguez, Simplicio Gumafelix, John Raymund De Asis at Rodrigo Galay.
