Death Penalty Bill, inaprubahan na ng House Justice Committee
Aprubado na ng House Justice Committee ang committee report ng panukalang pagbuhay sa parusang kamatayan o death penalty.
Sa botong 12-pabor, 6-tutol at 1-abstain, kinatigan ng mayorya ng mga miyembro ng Justice Committee ang substitute bill ng naturang panukala.
Kabilang sa mga heinous crime na sakop sa panukalang death penalty ay ang mga sumusunod:
1. Treason
2. Qualified piracy
3. Qualified bribery
4. Parricide
5. Murder
6. Infanticide
7. Rape
8. Kidnapping and serious illegal detention
9. Robbery with violence against or intimidation of persons
10. Destructive arson
11. Plunder
12. Importation of dangerous drugs and or controlled precursors and essential chemicals
13. Sale, Trading, Administration, Dispensation, Delivery, Distribution and Transportation of Dangerous Drugs and or Controlled Precursors and Essential Chemicals
14. Maintenance of drug den
15. Manufacture of dangerous drugs and or controlled precursor and essential chemicals
16. Possession of dangerous drugs
17. Cultivation or culture of plants classified as dangerous drugs
18. Unlawful prescription of dangerous drugs
19. Criminal liability of public officer for misappropriation, misapplication or failure to account for the confiscated seized or surrendered drugs
20. Criminal liability for planting evidence
21. Carnapping
Dahil sa approval sa komite, i-aakyat ang death penalty bill sa plenaryo para sa sponsorship at debate.
Target na mapagtibay ang panukala bago ang Christmas break ng Kongreso sa December 14.
Ang death penalty bill ay ini-akda ng mga lider ng Kamara sa pangunguna ni House Speaker Pantaleon Alvarez.
