Bahagi ng Scarborough Shoal, idedeklarang no fish zone

ScarboroughKapwa sang-ayon sina Pangulong Rodrigo Duterte at Chinese President Xi Jinping para ideklarang “marine sanctuary” ang lagoon ng Scarborough shoal o Panatag Shoal.

Ito ang inihayag ng mga miyembro ng gabinete ni Duterte na nasa Lima, Peru matapos ang bilateral talks sa pagitan ni Pangulong Duterte at President Xi bilang sidelines ng Asia Pacific Economic Cooperation (APEC) summit.

Ayon kay National Security Adviser Hermogenes Esperon Jr., sa sandaling tuluyang maideklarang marine sanctuary ang lagoon, mangangahulugan ito na walang papayagang mangingisdang Pinoy o Chinese na makapangisda sa nasabing bahagi ng Scarborough.

Sa nasabi ring bilateral talks, kinumpirma rin ni Xi na pwedeng bumalik ang mga Pinoy sa kanilang traditional fishing grounds sa Scarborough.

Sinabi ni Esperon na posisyon talaga ng Pilipinas na iwasan ang fishing activities sa lagoon at ito rin ang nais ng China.

“It is our position not to have fishing activities inside the triangle, at diyan tayo may congruence: kung ayaw nila (China) magpa-fishing doon, ayaw din natin magpa-fishing doon,” ani Esperon.

Ani Esperon, ang lagoon kasi ng Scarborough ay “breeding” area kaya masyadong maliliit pa ang mga isda na naroroon.

Samantala, sinabi naman ni Trade and Industry Secretary Ramon Lopez na nagkasundo ang dalawang bansa para magsagawa ng joint Coast Guard patrols sa lugar.

Bilib naman umano si President Xi kay Duterte, at inilarawan ito bilang “man who does what he says”.

Bunsod ng nasabing development, sa susunod na linggo ay magpupulong ang security cluster ng gabinete para i-draft na ang executive order na magdedeklarang isang marine sanctuary ang Scarborough lagoon.
