Idineklara ng Malakanyang ang August 5 bilang isang special non-working holiday sa tatlong probinsya ng Samar.
Batay sa Proclamation 1078 na pirmado ni Executive Secretary Pacquito Ochoa at may otoridad ni Pangulong Noynoy Aquino, ang deklarasyon bilang special non-working holiday sa Northern Samar, Eastern Samar at Western Samar ay bilang paggunita sa 126th birth anniversary ni Jose Avelino.
Ipinanganak noong August 5,1890, si Avelino ay ang unang Senate President ng ikatlong Republic of the Philippines at ikalawang Presidente ng Liberal Party.
Si Avelino rin ang tumayong Senate President Pro-Tempore noong administrasyon ni dating Pangulong Manuel L. Quezon, bago ang pagtatag sa Commonwealth.
Higit sa lahat, nakilala si Avelino bilang “Father of the Philippine Workmen’s Compensation Law” at naging instrumental sa pagpapatibay sa mga panukalang batas para sa kapakanan ng mga Waray.
