GRP at NDFP, nagkasundo na sa socio-economic reforms
Matapos ang panandaliang pagkaka-antala, nagkasundo na ang pamahalaan at ang National Democratic Front of the Philippines kaugnay sa pagbuo ng draft framework at outline para sa Comprehensive Agreement on Social and Economic Reforms (CASER).
Nagdesisyon kasi ang magkabilang partido na sandaling ipagpaliban ang pagtalakay sa CASER dahil sa hindi pagkakasundo sa magiging outline nito.
Ayon kasi kay NDFP-Reciprocal Working Committee-SER chairperson Julie de Lima, kailangang naka-angkla sa pagresolba sa ugat ng armed conflict ang outline, ngunit ang nais naman ng pamahalaan ay isang outcomes-based na outline.
Matapos ang serye ng mga diskusyon, sa wakas ay nagkasundo na ang magkabilang partido at nakabuo na rin ng isang common draft.
Sa halip na ilagay sa Part 1 ang mga outcomes-based points ng pamahalaan, inilagay ito sa Part 3 o Desired Outcomes.
Nakasaad sa draft na ang pangunahing layunin ng CASER ay “eradicating Philippine poverty and reducing inequality in all their aspects and dimensions to have productive, decent and dignified lives.”
Kabilang naman sa mga “desired outcomes” ang mga sumusunod:
1. Rural equality and development to achieve food self-sufficiency and security
2. A sovereign, self-reliant and industrialized national economy
3. Protected and rehabilitated environment, just compensation for affected populations and sustainable development
4. Social, economic and cultural rights of the working people upheld and discrimination eliminated
5. Sustainable living incomes for all
6. Affordable, accessible and quality social services and utilities
7. Sovereign foreign economic policies and trade relations supporting rural development and national industrialization
8. Monetary and fiscal policy regime for national development
Ang kabuuan ng common draft ng CASER framework and outline ay may 15 bahagi, kabilang na ang Declarations of Principles; Bases, Scope and Applicability; Desired Outcomes.
Inaasahang makakatulong ang CASER sa pagresolba ng gulo at sa pagpapabuti ng buhay ng mga Pilipino.
