Pinakakasuhan ng Department of Justice (DOJ) si Valenzuela City Mayor Rex Gatchalian, mga opisyal ng Kentex Manufacturing at mga opisyal ng Bureau of Fire Protection (BFP) sa Valenzuela dahil sa naganap na trahedya sa pabrika ng tsinelas sa lungsod na ikinasawi ng 73 katao.
Sa rekomendasyon ng DOJ, kasong reckless imprudence resulting to multiple homicide and multiple physical injuries sa ilalim ng Article 365 ng Revised Penal Code ang mga sumusnod na opisyal ng Kentex: Terrence King Ong, operations manager; Ong King Guan at Beato Ang na co-owners ng Kentex at ang empleyado at opisyal ng Ace Shutter Corp. na nagsagawa ng welding work sa Kentex na sina Oscar Romero, empleyado at Rosalina Uy Ngo, may-ari ng Shutter.
Kasong paglabag naman sa Section 11.2a 4 and 5 ng Fire Code ang pinasasampa ng DOJ laban kay Valenzuela City Mayor Rexlon Gatchalian, Atty. Renchi May Padayao, Officer-in-charge ng Business Permit and Licensing Office (BLPO) sa Valenzuela City at Eduardo Carreon, Licensing Officer IV ng BLPO Valenzuela City.
Paglabag sa Section 11.2a 1 and 8 ng Fire Code ang ipinasasampa kina F/Supt. Mel Jose Lagan, dating Valenzuela City Fire Marshal, F/SInsp. Edgover Oculam, Chief Fire Safety Enforcement Section ng Valenzuela Fire Station at SFO2 Rolando Avendan, Fire Safety Inspector ng Valenzuela City Fire Station.
Maliban sa nasabing kaso, pinasasampahan din ng kasong graft, sina Mayor Gatchalian, Padayao, Carreon, Lagan, Oculam at Avendan.
Ayon sa DOJ ang nasabing rekomendasyon ay nabuo matapos ang isinagawang imbestigasyon ng Inter-Agency Anti-Arson Task Force at ng Department of Interior and Local Government sa naganap na sunog noong May 13, 2015.
Ang nasabing mga kaso ay isasampa sa Office of the Ombudsman.
Inirekomenda rin ng DOJ na magsagawa pa ng mas malawak na imbestigasyon kaugnay sa posibleng pananagutan ng mga opisyal ng Department of Labor and Employment-NCR.
