Dating Davao del Sur Cong. Cagas, nahaharap sa kasong graft kaugnay sa PDAF scam
Pinakakasuhan ng Office of the Ombudsman sa Sandiganbayan si dating Davao Del Sur Rep. At ngayo’y gobernador na si Douglas Cagas ng two counts ng graft, two counts ng malversation at isang bilang ng direct bribery dahil sa pagkakasabit nito sa Priority Development Assistance Fund (PDAF) scam.
Sa malalimag imbestigasyon ng Ombudsman, noong 2007 ay nakatanggap ng P16 million si Cagas bilang bahagi ng kanyang PDAF na inilagay nito sa non-government organizations (NGOs) ng co-accused nito na si Janet Lim Napoles.
Sumulat si Cagas sa Department of Budget and Management (DBM) para hilingin ang pag-release ng pondo sa pamamagitan ng Technology Resource Center (TRC), Countrywide Agri and Rural Economic and Development Foundation, Inc. (CARED); at the Philippine Social Development Foundation, Inc. (PSDFI).
Pero ayon sa Ombudsman, ang lahat ng livelihood projects at technical assistance ay ghost projects at walang actual deliveries sa mga benepisyaryo.
Batay din sa whistleblowers, si Cagas ay nakakubra ng 9.3million pesos na kickbacks, na ipinadaan umano kay dating ERC Chairman Zenaida Ducut.
Ayon pa sa Ombudsman, may anomalya sa pagpili ng NGO-selection process dahil ang PSDFI at CARED ay hindi raw qualified bilang beneficiaries dahil walang accreditation, track record at experience, bukod pa sa walang public bidding.
Bigo rin daw ang TRC officials na magsagawa ng due diligence audit sa NGOs at suppliers.
Nabuking din ng Ombudsman na isinagawa ang payment at release ng pondo sa loob lamang ng isang araw.
Bukod kay Cagas, nahaharap din sa graft at Malversation charges sina Napoles, Ducut, Antonio Ortiz, Dennis Cunanan, Francisco Figura, Belina Concepcion, Marivic Jover, Maurine Dimaranan, Mario Relampagos, Rosario Nuñez, Lalaine Paule, Marilou Bare, Mylene Encarnacion, Evelyn De Leon, at Eulogio Rodriguez.
Si Napoles ay mahaharap din sa two counts ng corruption of public officials.
