Tax-break para sa electric vehicles suportado sa Kamara
Umani ng suporta sa Kamara ang pagkakaloob ng tax breaks sa two-wheeled electric vehicles (EVs).
Inihain ni Albay 2nd District Repr. Joey Salceda ang House Bill 9573 na naglalayong amyendahan ang Executive Order No. 12 series of 2022, na nagbago sa tariff rates para sa ilang EVs at mga parts at components nito upang mapalakas ang green transportation sa bansa.
Ayon kay Salceda, ang two-wheeled electric motorcycles ay hindi pinagkakalooban ng tax breaks sa ilalim ng EO12, bagama’t ang mga ito ang bumubuo sa karamihan sa electric vehicles sa bansa.at tanging ang kick scooters, self-balancing cycles, bicycles, at pocket motorcycles na may auxiliary motors na hindi lalagpas sa 250w at may maximum speed na 25 km/hour ang may zero percent import duties.
Sinabi rin ng mambabatas na ang e-motorcycles ay hindi binigyan ng tamang pagtrato dahil ang mga ito ang pinakamurang uri ng electric vehicles at madaling gamitin, at ang hindi pagkakasama ng mga ito ay counterproductive pagdating sa paglutas sa congestion.
“Some 60 percent of electric vehicles are two-wheeled, meaning that the vast majority of electric vehicles do not benefit from the tax incentives granted under the law… encouraging electric cars while locking out electric motorcycles does not address congestion issues, but merely substitutes petroleum-fueled cars for their space on the road,” pahliwanag pa ng mambabatas.
Layon din aniya ng kanyang panukalang-batas na mabigyan linaw ang depinisyon ng electric vehicles kasama na ang two-wheeled vehicles.

Sa isang pag-aaral ng American business consulting firm Frost and Sullivan noong i2018, lumabas na nasa 93% ng mga Filipino ang nagsabing bukas sila sa pagbili ng electric vehicles sa hinaharap.
Sa pagtaya ng Electric Vehicles Association of the Philippines, ang EV market ay lalago sa annual rate na 8% hanggang 12% sa susunod na 10 taon, katumbas ito ng P1.68 billion revenue services at sales ng 200,000 units ngayon taon.
Ang EO12 ay nakatakdang repasuhin ngayong buwan, ayon sa National Economic Development Authority (NEDA).
