People’s initiative pagyanig sa “check & balances, bicameralism” – Jinggoy
Ito ang ipinagdiinan ni Sen. Jinggoy Estrada sa kanyang privilege speech at aniya ang intensyon ng “check and balances” at “bicameralism” ay para maiwasan ang pang-aabuso sa kapangyarihan.
“The move to overwhelm the Senate’s 24 votes with the House of Representatives’ over 300 votes is nothing short of an affront to the principles of bicameralism and the checks and balances that underpin our democratic framework,” ayon sa senador.
Aniya inamin na mismo ni People’s Initiative for Reform Modernization and Action (PIRMA) National Lead Convenor Noel Oñate na layon ng kanilang isinusulong ay pag-isahin na lamang sa pagboto ang dalawang kapulungan ng Kongreso, ang Senado at Kamara.
Sa ganitong paraan mistulang mawawalan ng saysay ang boses ng 24 senador dahil higit 300 ang miyembro ng Kamara.
Giit pa ni Estrdaa bukod sa ito ay pang-iinsulto sa Senado, pagtataksil din ito sa tiwala na ibinigay ng taumbayan sa mga senador.
“Any attempt to undermine the independence and integrity of this Senate should be met with resolute opposition. We are the defenders of the people’s will, and we cannot allow maneuvers that undermine the very foundations of our democratic system,” dagdag pa ni Estrada.
Sa kanyang interpolasyon sa talumpati ni Estrada, ipinaalala ni Sen. Pia Cayetano na simula nang mabalangkas ang 1935 Constitution, hiwalay na ang pagboto ng dalawang kapulungan.
Ang posisyon nina Estrada at Cayetano ang pangunahing argumento ng manifesto na pirmado ng 24 senador.
“It is ridiculous that the Senate, a co-equal chamber of the House, necessary to pass even local bills, will have a dispensable and diluted role in Charter Change—the most monumental act of policymaking concerning the highest law in the land,” ayon sa manifesto.
Ipinunto din ng mga senador na mawawalan sila ng kapangyarihan na kontrahin maging ang mga katawa-tawa at radikal na mga panukala sa pag-amyenda sa Saligang Batas.
