Inilabas na ng Department of Information and Communications and Technology technical working group ang implementing rules and regulations para sa Executive Order (EO) No. 32 o “Streamlining the Permitting Process for the Construction of Telecommunications and Internet Infrastructure.”
Base sa memorandum, susundin ng ibat ibang tanggapan ng pamahalaan ang unified application form sa lahat ng siyudad at munisipalidad para sa permit applications sa shared passive telecommunications tower infrastructure.
“These Implementing Rules and Regulations (IRR) are hereby promulgated and issued as Joint Memorandum Circular No. 2023-01 to guide all concerned departments, offices, agencies, and stakeholders, in the implementation of EO No. 32,” saad ng memorandum.
Saklaw din ng memo ang pagtatayo ng poles, aerial at underground cables at facilities, underground fiber ducts, ground terminals at iba pang telco at internet facilities.
Inoobliga rin ang local government units na magtayo ng one stop shop na magbibigay ng frontline services sa aplikasyon ng permits.
Ipinagbabawal naman sa IRR ang anti-competitive activities para maipatupad ang zero-backlog policy sa lahat ng aplikasyon ng permits at clearances.
